Visuals showed the officer pulling a woman toward her and kissing her on the lips. Eyewitness reports indicate that Roy was intoxicated at the time, prompting widespread condemnation from the community.

According to reports, the situation escalated when local residents reported that the same officer had also harassed two minors—a girl and a boy—who were merely conversing in a school vicinity at night.
